a word. so my phone number in the office 225-4510. >> well, the president says republicans don't have ideas. is that true? house majority leader eric cantor joins us. good evening, sir. >> greta, good to be with you. >> okay. so, do you have ideas? >> absolutely. and the president knows we have ideas. in fact, we go back to 2009 when the obamacare law was passed, all the republicans in the end voted against that bill but we voted for our alternative. in fact, the alternative that we had was even enjoyed a congressional budget office score which said that our plan would actually lower the cost of premiums unlike obamacare. >> why is the president saying that? he said yesterday in his speech. he says you have no ideas. you have no alternatives. why is he saying that to you? >> i think it's more of the same that we have seen from this president and the white house. just my way or othe highway. and the public should just accept it that's really been the attitude this white

house has been about and we see people hurting now. and those of us in the republican conference in the house really want to help people with their healthcare. and, unfortunately, we know that obamacare is just not ever going to get there the web site is just the beginning because, underneath it all, is a flawed law that really is not going to give people the kind of healthcare that they want at the prices that theyn a. >> see, here is what i don't get, last night i listed three programs that were suggested by republicans. they may not be good programs. may be programs. certainly were alternatives and certainly were choices. yet, the president, i can't figure out if he doesn't know about them or dismissive. i can't goia figure out why he says you don't have any. they may be dumb but i don't know why he says you don't have any. >> attitude. the only thing we can do is obama care. all the while obamacare is crumbling. what we are seeing is people just are shocked first of all that they can't keep

their plan that they were promised that they could. they are shocked at the premium increases. wait until the deductibles start to hit in january. so we have got a very serious situation. those of us in the house believe much, much better prospects for patient-centered plan. >> do you talk to him at all? >> i have talked to the president, and, again, i don't have a great opportunity to do so because the president really doesn't engage on capitol hill. that's part of the problem. and it's not that way with all those in the white house. in fact, i have had a great relationship with the vice president. i'm able to bounce ideas off of him. but, unfortunately, somehow the communication doesn't always happen with the president. >> why? i mean, supposedly, you would think work together, he would call you, you would call him. >> i mean at this point, perhaps maybe he will begin to want to do that, to solve problems because if we can set our differences aside there is a lot we can do together. all of us care about healthcare. we don't believe that

obamacare is the way to afford that kind of care to the people in fact, the congressional budget office again said that our approach, the one that is patient-based. the one that allows for more flexibility for health savings account. people can purchase healthcare across state lines and a plan, frankly, that had in it a safeguard for those with preexisting conditions but did not implement a plan that raised prices the way that obamacare does. the president knows we have that plan; so, it is a little bit baffling to hear the president say what he says, i'm hopeful that he will stop and he will actually begin to listen to the kinds of things that many of us have been talking about and, frankly, that we have all had discussions with, with others in his white house. but, frankly, is he not listening. >> let me ask you another question, leader cantor. we also want to get your thoughts on this. what the obama administration is calling enrollment surge. pleased that 25,000 people signed up for obamacare in the first 48 hours. you balance that against the fact that overall

5.6 million have had their insurance cancelled. but, anyway, they are at least pleased with the 29,000. >> you know, the administration likes to say that they are transparent. but what does 29,000 enrollees really mean. we don't know. >> even if they were enrollees start to finish and all paid up for the insurance company, is that a good number. >> again, i would say we don't know, yet. we don't know. we have had testimony in congress on capitol hill saying that the backup of this program is not working. >> is it finished? do you know if it's even finished? i hear reports it's not finished. >> we don't know. now we are hearing reports of some temporary payment plans to insurance companies. imagine, this we don't have income verification systems in place because the president delayed that portion of the law. we don't have the ability to say to insurance companies this person is eligible for subsidy or not. we are told now that the

back end of the system doesn't do that yet. so, what the administration, we are told, is about to do is to give taxpayer money to insurance companies on the honor system. to say, okay, here, you take that subsidy, and you will reconcile this with us later. again, i don't think the public says that that is a right way for us to go about doing this. >> if you are not communicating with the president, who is telling you this stuff. >> we obviously as you just showed video after video. we have been very active in terms of oversight of obamacare on capitol hill. we don't have to go far when our members go home into their district, believe me, we are deluged with antidotes, with stories of hardship of families of obamacare. >> in terms of the harsh system, who is telling you about the honor system? this is the first time i'm hearing about the honor system. >> again there was a report last night. again, we don't know. we are waiting for a briefing by the administration. what we have been told now, and we need to verify this, but what we have been told is the income verification

piece is not yet working. there now has to be like a guestimate or honor system where people say i'm eligible for the subsidy and oh by the way insurance companies take the taxpayer dollars and we'll rec son kyle this -- reconcile this later. >> broadening of the g.o.p. big tent? how are you going to get people into this tent. >> there is no question that we need to, as a party, need to be about solving the problems that people are facing. it is about jobs we all know the connick unemployed growing in this country. number of jobs needs to grow. we know that working middle class americans haven't really seen increase in paychecks. our conservative solutions actually are the ones that will help afford those ends for people. we have solutions to help bring down the cost of college. the way that we'll broaden the appeal of our party, frankly, is to talk about how conservative solutions

this is a fact. obamacare needs young people buying health insurance but new information today from a harvard university survey is very grim news for the president. "the weekly standard's" john mccormick joins us. nice to see you, john. >> nice to be here. >> what's the harvard report show about how young americans feel about obamacare and about the president? >> just a disaster all around. this is the president's base. i mean, young voters, people between 18 and 29, they provided him with almost the entire margin of victory in 2008 and 2012. they supported the president much more than the rest of the country in general. what we are now seeing is 41% of young voters 18 to 29 back the president. that's the same as the rest of the entire population. in other words the president basically would have lost if he had been here. shows that 57% oppose owe boom that care and 5 to 1 ratio they think obamacare is going to make their healthcare costs go up, not

down. >> according to the hard study under the age 25 in favor of throwing president obama out of office. >> interesting people out younger are more disapproving than older. some speculate those older voted for him way back in 2008 and they might have more of an attachment this the president. >> i look back to myself when i was that age we wanted to throw everybody out all the time anyway. never satisfied as a very outcome person. at least maybe i was not as responsible as others. i just wanted to throw everybody out. >> yeah. obama cass different different. 68% of age 18 to 29 voted for him in 2012. 60% dropout still voted for him in 2008. if you gone out and said people who voted for me i'm going to raise your taxes by $1,000, $2,000. people making 25, $30,000 right out of college. effectively by making them pay more for healthcare is

they can do right now is turn to other issues, i think. you are going to see a lot of other issues. the 'president is talking about the minimum wage right now. that polls very well. you have might hear more social issues on which younger voters like gay rights are more liberal than people who are older. so you might hear more talk about things like gay marriage. issues where young people are still with the president. i don't know if that's going to get them to the polls though in 2014 when they are seeing their healthcare costs go up. >> do you think president obama is going to be asked by the candidates in 2014 to come out and campaign? >> i would be surprised if he shows up in a lot of -- enemy states. he is not looking good in most states. especially the competitive ones which tend to be in red, republican states. these are democrats who are in arkansas, in louisiana, and the president's poll numbers are even worse there. if they are not bad nationally just imagine what they are in these red states. >> john, thank you. >> thanks. >> up next trey gowdy. congressional hearing he was comparing the obamacare

really aren't happy that the web site is finally working. i hope they still punish people because it wasn't working when it was supposed to be. so, we need to raise our expectations and congress needs to have more perseverance when it comes to investigations. >> i'm always scanned -- i know you you spent time in the courtroom. ask the question, who did it? nobody knows. i'll have to get back to you. it's like you can't fix something if you can't even find out where the bad apple is that might be poisoning thest rest of the project. we are going through that with the irs right now. irs targeting scandal that was so big, several months ago. we are having a really hard time identifying where the idea came from, who, if anyone, is ever going to be responsible for it look at the web site. kathleen sebelius still has her job. >> but what good -- let's say that president obama said hit the road to her. what would we get out of it? what would be the advantage? >> i think the advantage would be this. your viewers at home would say well, you know what? it would happen to me, it

should happen to her, too. maybe we can slowly start building something that is even harder to repair than a web site, which is trust. because, my fear is that people have just given up. their expectations are so low. this web site, lay aside the fact that it was late, almost $800 million for something. >> nobody cares? nobody cares about $800 million? even the media doesn't. they say that's chump change. it's not a billion. >> well then we are not going to make it as a republic if we don't have higher expectations of the people we put in positions of leadership, starting with me. but also other cabinet level officials. i just think it's a sacred trust to be given a chance to serve in a position of power and to abuse it by not bringing a product in on time or bringing it in over budget or worse yet, forget about the broken web site. how about the broken promise? what are the consequences going to be for that? if any come next november? >> you know we have got to do something about the way contracts are given out.

i mean, who is in charge of the money? who is signing the checks? who is okaying these projects? spending all this money on this web site, above web site is just insane. now we are paying them to fix it it there is no quality control. i mean, somebody should be held accountable at least so we stop spending our money like this on stupid projects. >> it's not just this web site. the department of defense spent a billion dollars on baby site that after 10 years they concluded did not work. they called it a disaster. there is no accountability for. this in the private sector this healthcare.gov would cost about $50 million. that is less than 1/10th of what your viewers paid for this web site that doesn't work. >> how do you stop it from happening tomorrow on a new contract? >> better bidding, stop rewarding. >> they don't care. >> political donors. there are a number of remedies congress has at its disposal. we had hearing on some of them yesterday. the ultimate remedy, i

communications about the case. that's tonight's speed read. and ready for this? you might want to sit down. the united states hitting a low, a 40-year low according to the latest pew research center poll. a 3% of americans say the u.s. is playing a less important role as a world leader. now, that's the highest percentage since 1974. former new york city mayor rudy giuliani joins us. good evening, sir. >> good evening, greta. how are you? >> i'm very well. that's a disturbing number. 53% think the u.s. is not -- or is having a less important role in the world? >> well, i think it's the result of several years now of a foreign policy that seems feckless. i mean, you can start with resetting the relationship with russia right at the beginning of the administration. they reset it and it's much worse. you look at situation with china, looks like we are almost involved in a growing confrontation over those islands but also all kinds of trade issues. then the middle east, things that are worse in syria.

things are worse in egypt. things are worse in certainly -- are worse in iran and libya. i can't find a place where things have gotten better since president obama has gotten into office. i have just spent a lot of time in south america. we're not doing too much better there, either. >> you know, i thought it was sort of humiliating for the united states in the issue over syria when president putin wrote a letter and sort of big footed president obama and sort of stepped in and played almost the role of dad and said i will take care of this. sort of rescued us from a military action. but, on the other hand, the whole thing was sort of humiliating. >> the president really created that problem for himself, right by drawing a red line i don't know how many times it seems to me seven or eight times that if they used chemical weapons, there were going to be serious consequences. and then he didn't seem to know what to do when actually he had to act. in fact, he first was going to act. then he wasn't going to act. and then when the u.k.

parliament didn't approve it, he seemed to back off. that left a perfect open for putin who, after all is, a master of at state craft and at intelligence and all these other things. he just stepped right in. so, it goes right back to the beginning. i mean, we reset our relationship with russia and we have had russia emerge now as a much more important power. >> you know what's more disturbing about this pew research center number. in 2009, 41% of the american people thought we had a less important standing in the world. it's now jumped 12 points to it 53% in the year 2013. but this isn't how the world looks at us. this is how we look at ourselves in the world. i mean. >> the world looks at us the same way. i just spent a considerable amount of time in london, colombia, and argentina. very different places. they all see us as weaker than we were four or five years ago. this president came into

office and he was going to improve our reputation in the world. in europe, they are worried that we are spying on them. in south america they feel we are not paying attention to them. in the middle east, our allies our major allies, saudi arabia, israel, turkey, emirates think we are going in the wrong direction. and, needless to say, you know, the situation in russia and china is not much better. so where do you find any success in this administration in foreign policy? and for someone who worked for ronald reagan, who reestablished america's predominant role in the world, this is heart-breaking to me. >> why does it matter what our role is in the world? >> it matters a lot it matters a lot because when we say something we can be listened to. >> i think the negotiations with iran would be very different if iran were afraid of us. iran saw a president that drew a red line and then didn't know what to do when somebody crossed it six or seven times. how worried do you think they are about that president? >> you know, it's always sort of perplexing to me and i asked, you know, why does

it matter only because i was sort of curious in terms of how we could influence things. i never know who to believe. the united states says our leaders say that it's very important we try diplomacy. diplomacy always beats war. prime minister netanyahu saying this is the worst possible deal with iran. i don't know if israel has more information for our own intelligence. we sort of sit back. we have seen in history where we have had really bad intelligence and so as an american you sit there and think who is telling the truth? who has got the information? who is making the smart decision. >> no question that diplomacy trumps war any time. but the reality is the only time diplomacy works with very imbittered very determined enemy is when they are a afraid if they're worried. if they're not worried hitler dealing with the second world war. nothing is going to happen. they are going to take advantage. if they are worried the way the soviet union was when they dealt with ronald

digs with your money, that's right. but there is more. here is another state department art buy. this $120,000 sculpture is headed to pakistan to decorate our u.s. embassy there. do you like it? you may not like this art and you may think it's a waste of money. do you know what is really rotten about this? it's when the state department bought it. right at the end of september, knowing that our government was just days away from running out of cash to run itself. remember the government shutdown we had because we had that big money fight? and what did president obama say during the shutdown? he said it was irresponsible. and he blamed it completely on the republicans. he said they didn't care. meanwhile, lahti dah. buying that fancy art with your money. that proves during these tough economic times what they care, about themselves. i know what you are thinking, too i'm thinking it too. if the state department has some extra cash lying around, how about spends it on some necessities like security at the embassies? does the word benghazi ring a bell? or how about just not spending the money? our government needs money.

we're in debt. and, of course, a million dollars would not run the government long, maybe 15 seconds or less or yet it won't pay down our debt, but it's it the big picture. it's their attitude. is anybody even thinking? and that's my off-the-record comment tonight. if you have an important story or issue you think i should take off-the-record, go to gretawire.com and tell us about it. and small business owners telling congress exactly what they think about obamacare. today several business owners testifying before the house committee on small business. griff jenkins reports from capitol hill. >> we have had abundant testimony on this committee riewmtion and regulations, this is another one that we are talking about today are killing jobs in america. killing job hirpg prospects in america today when we need to be able to hire people. how much more is this going to cost small businesses like mr. wine stanleys working on a narrow profit margin just to be able to comply with another government mandate.

>> for small business owners, greta who have 50 or more employees they are mandated by the obamacare care law to provide insurance or pay a fine. how about those who don't exceed the number of 50. when you add them all up that's over 50. it's known as aggregation rule. focus of hearing today. a variety of businesses. among them 8 restaurants in austin, texas. >> it impacts us greatly because what it ends up putting the restaurants together where they have all got to be insured as a group. so our little 15-person, 24-hour diner has to be insured as though it's a company of 300 or 400 people. the challenges is really a administrative burden associated with it you have got an industry that caters to people seeking a flexible working environment, whether they're students or people just working an extra job to make ends meet or in between careers. they need that flexible work environment. you have got to have a situation though that can be sustained. the way the aggregation rule

is working right now, it will force the restaurants to incur a cost they can't sustain. so other things will have to change. i'm sure it will be a combination of multiple things but ultimately i think it will not be positive for the employees and for the customers. >> donna baker finds herself right on the cusp of compliance. she owns four businesses in rural michigan. a well-established cpa firm. a growing payroll company. a women's retail shop and a stake in her husband's dairy farm. >> i recently was told from my insurance company that my current plan for my employees in the cpa firm and the payroll had been cancelled. they mapped me to a new plan that actually has reduced benefits it would have a higher co-pay. that plan would have an additional cost of 40 or 44% that it alone, that cost alone is going to be very ditch to absorb and just a couple of small entities that i am providing insurance with the new aggregation rules if it

requires me to aggregate all of the employees and it's done that to all of the different entities, it would be a big burden, yes. >> and since generally it's a buzzing distraction in the back of your head all of the time about how are we going to handle this? how are we going to get in front of it? how are we going to be competitive in the workplace and be viable at the same time. it's been a never ending distraction for the last few years. i think what you have seen with a lot of insurance companies is they preemptively increased premiums in an attempt to get in front of it as well which has maids the problem worse. >> anything that hinders the growth in our economy, why do we have it? >> coming up, senate minority leader mitch mcconnell says the g.o.p. would have taken a scalpel not a meat action. what does he mean by that? mitch mcconnell will tell you next.

senate minority leader mitch mcconnell says the president has a very difficult time telling it the truth. we spoke with leader mcconnell on capitol hill a short time ago. >> nice to see you, sir. >> good to see you. >> the president spoke yesterday and he had a lot of harsh words, one thing he said that the g.o.p. has no plans. no -- in reference to healthcare. he also said that you have refused to answer the question of what benefits someone could have who doesn't have healthcare under obamacare so he specifically targets you. >> one of the things the american people have really learned firsthand here in the last few weeks the president has a very difficult time telling the truth. this is the guy who said if you have your insurance and you like it, you will get to keep it. we knew at the time that was not true. he knew at the time it was not true. and now his suggestion that we don't have an alternative. he knows is also not true. what we wouldn't have done is pass a 2700 page bill

that takes a trillion dollars away from healthcare providers and costs -- and causes millions of americans to lose the healthcare plans that they have and like. we would have gone in a different direction. to use a medical met for instead of taken a meat action to the healthcare system we would have pulled out a scalpel and done interstate health insurance. small businesses, allow them to pool together in order to purchase insurance cheaper. medical malpractice reform at the federal level. imagine how much money is lost every year with unnecessary tests. those are the kinds of things that we would have done. now, ironically, this 2700 page monstrosity, obamacare, when all is said and done, according to the congressional research service who doesn't work for the republicans or democrats, you are still going to have 30 million uninsured. out of all of this disruption and all of this disruption comes a result with 30 million still uninsured. this is catastrophic failure not only for the healthcare system but for all of

americans. >> can it be fixed? do you s to massage it so it would work better in your view or is that just an impossibility? >> no. this is beyond fixing it needs to be pulled out root and branch and we need to start over. with a much more targeted effort to deal with the cost. that's what this was all about causes 8 85% of americans who had health insurance and who liked it extraordinary disruption. so, it's been a catastrophe for healthcare and for the economy at large. think of how many workers now part time we have a record number of part time workers because businesses are afraid to grow and get above the 50 employee threshold. it's just a disaster. and, it's been-00 american people are now having to interact with it. it's a lot bigger of course than just the web site if you are fortunate enough to

get on. you are going to find you don't have very good choices. >> if it were and i don't think it's going to be. if it were repealed can we back up in light of where we are right now. you know, it's almost mid december. is there a way to sort of back up and not completely turn things over even worse than we are? >> we need to pull it out root and branch and start over. now, the president just yesterday said he is not going to let that happen. >> no, i don't think he is going to let that happen. >> he said i'm going it spend the last three years, maybe he is not planning on doing much else, but is he going to protect this monstrosity. he is insisting very stubbornly, even though all the facts indicate that it can't possibly work that out of his own pride and sense of accomplishment, i gather, that this was the single biggest thing that he could possibly have achieved, is he going to jam it down our throats, no matter what. i don't think the american people like this and that's directly connected, obviously, with the president's declining approval. job approval with the american people. they don't like this kind of stubborn resistance to
